David Theriaque earned
his law degree, magna cum laude, from Florida State
University College of Law. Mr. Theriaque also holds
a Master’s degree in Urban and Regional Planning
from Florida State University. He practices primarily
in land use planning law, growth management law, and
environmental permitting. Mr. Theriaque has represented
public and private entities in comprehensive plan
proceedings, land use regulation, and development
of regional impact review, and has been involved in
state and federal litigation and administrative hearings
concerning environmental and land use issues. He has
also served as special counsel for numerous local
governments throughout Florida on a wide variety of
growth management and land use issues. Mr. Theriaque
is rated as an AV attorney, which is the highest rating
assigned to an attorney by Martindale-Hubbell. Mr.

Gary Vorbeck earned his
law degree from Stetson University, and has been practicing
law in Florida since 1977 in both the public and private
sectors. Mr. Vorbeck practices in the areas of civil
and commercial law, with an emphasis on local government
law. He has previously served as counsel for Hardee
and DeSoto Counties, as well as General Counsel for
the Peace River/Manasota Regional Water Supply Authority.
Most recently, Mr. Vorbeck served as County Attorney
for Walton County, Florida. Mr. Vorbeck is based in the firm’s Destin

Brent Spain graduated
from the University of California at Davis, with a
degree in economics and a minor in environmental policy
analysis and planning. Mr. Spain earned his law degree,
magna cum laude, from Florida State University College
of Law, graduating seventh in his class. Prior to
entering private practice, he served as a judicial
law clerk for Justice Harry Lee Anstead of the Florida
Supreme Court. Mr. Spain practices primarily in the areas
of land use, zoning, local government, and administrative law, with an emphasis in land use related
litigation and appellate advocacy. He has represented
developers, individual property owners, local governments,
and homeowners associations throughout Florida. Mr.

Leslie Bryson earned her law
degree from Florida State University College of Law
in 2001, where she served as Executive Editor of the Journal of Land Use & Environmental Law. Prior to entering private practice, Ms. Bryson served as a judicial law clerk for Judge Philip J. Padovano of the First District Court of Appeal. Most recently, Ms. Bryson worked
as Assistant General Counsel for the Florida Department of Community
Affairs, where her responsibilities included advising
the Department's regional planning teams for Central Florida (Citrus, Hernando, Hillsborough, Levy, Manatee, Marion, Pasco, Pinellas, Polk, and Sumter counties) and East Central Florida (Orange, Seminole, Volusia, Lake, Osceola, and Brevard counties) on growth management issues. Ms. Bryson practices primarily in the areas of local government, administrative,
zoning, and land use law. Ms. Bryson is based in the firm's
